Despite the city’s growing population, the number of new homes being built has dropped dramatically, currently down by 60% from the 1980s and 1990s. This sharp decline in new home construction has left many would-be buyers, especially first-time homebuyers, with very few affordable options.
As home prices rise, many residents find themselves priced out of the market, making homeownership a distant dream for those earning the median income or less. What’s even more concerning is that this problem is set to worsen if we don’t address the underlying issues that have led to this situation.

The Lack of New Homes: A Shrinking Market for First-Time Buyers
For years, the number of new homes being built in Tallahassee has been declining. In fact, we’re currently building 60% fewer homes than we did in the 1990s. This trend is highlighted in the graph below, which shows a steep drop in new construction, especially after 2006, followed by near-flat construction rates in the 2010s and 2020s.

While Tallahassee’s population continues to grow, the number of homes being built simply isn’t keeping up. The lack of new homes has left first-time homebuyers with few options. What little inventory is available is increasingly priced out of their reach, with many new homes now in the $400K+ range, far above the $150K–$250K range needed for median-income households.
The consequences are clear: first-time buyers are stuck in a market where prices have skyrocketed, and the supply of homes they can afford has dwindled.

The Current Dip in Home Values: A Temporary Cooldown
In 2025, Tallahassee is seeing a slight dip in home values, down 1.8% year-over-year. This is shown in the graph below, which tracks home values and their appreciation (or depreciation) over time. However, while this drop may seem like a relief, it’s essential to understand the context.

This dip in values is mainly due to the recent spike in mortgage rates that has cooled demand. As rates breached 7%, many buyers were priced out of the market, and sellers held off on listing their homes. With mortgage rates now nearing the high 5% range, demand will likely pick up once again.
If new home construction doesn’t increase, we could see another surge in prices, as more buyers compete for the limited homes that are available. This could trigger yet another cycle of rising prices that leaves affordable homes even further out of reach.

The root cause of Tallahassee’s housing crisis isn’t just the lack of land or limited market demand—it’s also the soaring cost of building new homes. As minimum wage levels in Florida continue to rise, construction costs have increased dramatically. Builders can’t afford to build houses in the $150K–$250K range, as the cost to build a new home now routinely exceeds $400K.
In the graph below, you can see how the market share for new homes in Tallahassee has continued to decline.

Builders are focused on the higher-end homes—homes in the $400K+ range, because that’s where their profits lie. But this leaves a significant gap in the affordable home market, which is essential for middle-income buyers.
For those earning the median pay or less, this gap is a significant obstacle. Without more affordable homes being built, many will be forced to rent or move to the surrounding counties. The solution lies in the hands of local leadership. Our city’s leadership must come together to address the shortage of affordable homes and to develop solutions to build houses in the $150K–$250K range. There are many ways this can be accomplished, but as costs rise, it is becoming increasingly difficult.
Additionally, policy changes that reduce construction costs, such as improving access to materials, streamlining permitting processes, utilizing land leases with city or county support, and offering incentives to homebuilders, will be crucial in bringing affordable housing back to the market.
Without these changes, Tallahassee risks becoming a city where only the wealthy can afford to buy homes, and the middle class is left to either rent or leave the city. Local leaders must act quickly to preserve homeownership opportunities for future generations.
The Time To Act Is Now
Tallahassee is at a crossroads when it comes to housing. With population growth and declining construction, we are facing an affordable housing crisis that could worsen if nothing is done. Home values have dipped slightly in 2025, but without an increase in new construction, the housing market will likely surge again, leaving even more buyers behind.
It’s time for local leadership to step up, implement policies to encourage affordable housing, and work together to ensure homeownership remains a possibility for the people who call Tallahassee home.
